Personally, I think I'd treat gambling like firearms. Create a "no gambling allowed" list. Anybody diagnosed with a gambling problem is placed on the list. All people going to gamble are to be checked against the list by something like scanning their driver's license. If they're on the list, they aren't allowed to gamble.
